Postgres does not seem to refresh database

• Laravel Version: 7.20.0
• PHP Version: 7.4
• Database Driver & Version: PostgreSQL 12.3, compiled by Visual C++ build 1914, 64-bit

Description:

I'm getting this error:

 Illuminate\Database\QueryException

  SQLSTATE[23505]: Unique violation: 7 ERROR:  duplicate key value violates unique constraint "brands_pkey"
DETAIL:  Key (id)=(5) already exists. (SQL: insert into "brands" ("name") values (Magni) returning "id")

This occurs with this unit test:

public function test_can_get_models_relation()
{
    $brand = factory(Brand::class)->create(['id' => 5]);
    factory(BrandModel::class, 2)->create(['brand_id' => $brand->id]);

    $actual = Brand::find($brand->id)->models->count();
    $expected = 2;

    $this->assertSame($expected, $actual);
}

This is my factory:

$factory->define(BrandModel::class, function (Faker $faker) {
    return [
        'brand_id' => factory(Brand::class)->create()->id,
        'name' => ucwords($faker->words(rand(1, 3), true)),
    ];
});

I'm using use RefreshDatabase; and it works for MySQL, but not for Postgres (see error above).
