Why jetstream isn't using tailwind @apply with inertia stack?

According to tailwind

For small components like buttons and form elements, creating a template partial or JavaScript component can often feel too heavy compared to a simple CSS class.

Now if we use @apply we can save a lot of bandwidth in CSS. But Jetstream creator ignored it. Why?
