Creating a PR with additional test assertions

Hi,

Have created custom assertions that would also help the community at large. Want to create a PR with the code. This section in the contribution guide seemed to have a hint.

Minor features that are fully backward compatible with the current release may be sent to the latest stable branch.

Should I just open a pull request on the relevant project with code changes?
