public static function mask($string, $character, $index, $length = null, $encoding = 'UTF-8')

the argument $index seems not to work when $string contains duplicated characters.
I'm not sure whether it is a correct behaviour.

for example:

$ php artisan tinker
>>> echo Illuminate\Support\Str::mask('111111', '*', 0, 1);
*11111⏎
>>> echo Illuminate\Support\Str::mask('111111', '*', 1, 1);
*11111⏎                      // imo should be '1*1111'
