[IDEA]: Implement Words Count Validation

Hey guys,
So I've been implementing the same custom words count validation in my projects over and over again and I thought what if I make a PR and add this to framework.
My implementation validates an attribute's words against number of words user provides but I will add UTF-8 and some special characters considerations also.
