About "Sleep" facade behavior

I saw opinion about the Illuminate\Support\Sleep facade in Twitter replies.
Besides controversial API there are possible unexpected behavior which is quite hard to debug:

function check($service) {
    $sleep = Sleep::for(1)->milliseconds();
    if ($service->isSlow()) {
        $sleep->minute();
    }
    // author  expecting one millisecond or one minute to be slept before calling next line:
    $service->ready();
}

Also for clarity I provide here a simple example of code without that problem but remaining all flexibility. If the proposal will be accepted, I'm ready to create full-featured implementation
