Why Laravel removed Installation instructions ?

1. The installer instructions section is removed

Why did the Laravel team give the option of an installer and remove the important parts where the installer wouldn't work unless the PATH included the executable?

2. The Directory Permissions section is removed (Laravel 7 Docs)
   "Directories within the storage and the bootstrap/cache directories should be writable by your web server or Laravel will not run".

So what now, are they supposed to work without setting these permissions?
