New environment variables and default values for SQLite

I've seen the awesome PR #52052 is merged, but you could consider adjusting the config/database.php SQLite entry:

'busy_timeout' => env('DB_BUSY_TIMEOUT', 5000),
'journal_mode' => env('DB_JOURNAL_MODE', 'WAL'),
'synchronous' => env('DB_SYNCHRONOUS', 'NORMAL'),

unless there is any drawback on doing so (I can see only benefits).
