Add Laravel specific llm instructions files for Copilot, Cursor etc.

To help LLM powered tools like Cursor and GitHub Copilot understand how to use Laravel, we can add pre-made instructions to the created apps.

When a new Laravel app is created, these files are generated by default:

• Cursor: .cursor/rule folder Reference
• GitHub Copilot: .github/copilot-instructions.md Reference

Alternatives:

1. The user may choose which they prefer.
2. Implement as a command so it can be added to existing projects as well. (should be aware of the installed version)
