Idea: Auto-detect begging and flooding

Identify when users are posting the same question repeatedly and frequently, and respond appropriately to them. There should be no need for anyone to repeat their question within 10 minutes of originally asking.

Remembering the last message by each user should be enough to make the check.

@sparksp We can do something like this. I am working on a caching repository for the brain so we can use expire times on things.
How would we want this to work overall.
