Move Application Logic to Lib

contain application logic. This shall be moved to:
https://github.com/larus-breeze/sw_algorithms_lib

Define interfaces between sw_sensor and sw_algorithm_lib:

• NMEA reception: Provide a function in sw_algorithm_lib to process the next received UART / NMEA character
• CAN reception: Provide a function in sw_algorithm_lib to process CAN messages which are related to "set system wide config item"

Also the sensor calibration commands (MEASURE_CALIB_[LEFT, RIGHT, LEVEL], SET, ... from https://github.com/larus-breeze/sw_sensor/blob/master/sw_stm32/Communication/communicator.cpp#L229 .. shall be moved o sw_algorithm_lib in order to make them testable via a simulation.

NMEA Part

We will start with the NMEA part. CAN & uSD Card will follow later.

sw_sensor Interface NMEA

sw_sensor provides two functions. One for sending nmea data with an arbitrary size. E.g.
bool send_nmea_data(uint8_t *pData, uint16_t Size); This function is threadsafe by copying the data to an internal transmission queue. It returns true is data is successfully enqued. False if the queue is full.
The function is to receive received nmea data. This function must not be thread safe and it returns only one character. bool get_nmea_data(uint8t *data, uint32_t block_timeout); It returns true if a byte is received and false if a timeout happened. The function can wait forever for a reception.

sw_sensor provides a task which is handling the following NMEA processing:
Checking the send_nmea_data queue and distributing the data to the corresponding Hardwareinterfaces (UART, USB (if required)
dump_sensor_readings shall also be handled in sw_algorithm_lib in order to make it testable in the simulator. This required to also move the application logic of uSD_handler_runnable to sw_algorithm_lib.

Idea to create a new folder in https://github.com/larus-breeze/sw_algorithms_lib/ with the Name "Interface" which contains all Public Interfaces.

Regarding CAN

Make CAN_send(x,y); Threadsafe and eliminate CAN_enqueue as this is then obsolete.
