Abstract CUB #1178
Description
This is a task to be done after generic kernels is merged, before HIP support is merged in. CUB is the outstanding CUDA device library that has not been abstracted into include/target/cuda yet, and remains fully exposed in include. While less critical for HIP, it is important for SYCL, OMP, etc.
