rust-analyzer / VSCode support without offline mode enabled

Hi!

This is probably fairly easy to do, but Googling for it hasn't been very fruitful. VSCode is not very functional with sqlx macro-heavy code when the macros fail to run because they don't have access to the database. Is there a way to pass DATABASE_URL to the rust-analyzer binary, or some other workaround that could be used here?

Are you specifying DATABASE_URL in a .env file or as an environment variable?

I set it as an environment variable in whatever shell I run cargo in.

If you set it in a .env file it should be available to the macros when RA runs them.
