feat: Update package info plug and device info plus. (#229)

feat: Update version constraints for package_info_plus to allow using
9.x.
feat: Update version constraints for device_info_plus to allow using
12.x.
END_COMMIT_OVERRIDE

The plus packages were updated with a new major version. This version
was a major because it updated the android build requirements.

This means that we can loosen our version constraints and continue to
work with these new versions and existing versions.
