chore: adding versions of the GHA package used

This PR will clarify the packages that are used in GHA to match the digests.

More importantly, this is an attempt to trick renovate to stop auto updating package SHAs to point to latest in default branch on these packages.

I just realized Ryan already merged mine in and it looks like it didn't help so you might be right to need add the pinned version as a comment to see if that ensures renovate only uses tagged versions.
