We should do periodic Lavalink & Lavalink Plugins update checks and notify the clients via events

Relevance

This should hopefully reduce the issues reported by outdated lavalink or plugin versions

Could this be a plugin instead?

As someone who use the https://github.com/lavalink-devs/youtube-source#plugin in different setups, I must admit that I was very surprised to see that to "add" the plugin as per the doc just linked, you have to type the specific version, which is fine ! but :latest isn't an option ; I run lavalink in a docker and did setup and auto restart for it in advance for this... but then I noticed that using :latest for the version isn't a thing.

Looking forward this change :)
