Lavanet is 2x more lagging than second worst Arbitrum RPC provider which I am using #2148

It is normal to have a few blocks variation given Arbitrum's very fast 0.25s block time, and so this allows setting how far behind the primary has to be before oxend starts using a backup.
The default is 120 blocks, which is about 30 seconds worth of Arbitrum blocks
Please improve this.
