[Docs] Update Issue Templates with Links to Layer5 and Layer5 Academy

We’d like to make a small update(brief and relevant links) to the .github/ISSUE_TEMPLATE files to include Layer5 Academy-specific information. Reminder: just minor additions to guide contributors toward learning resources where relevant.
