User code is not stored in local storage. This happened in 7f6e045

Looking at this now, and have a preliminary fix that looks like it works. I have also written some new Cypress tests to check that local storage is used correctly, based on how it was used in the most recent release (v4.23.0). The new tests are not passing on the most recent commit in main, but are passing in the fix. I need a bit of time to run the tests on other machines but am hoping to have a fix today.

Update: The tests I wrote have been useful, but I'm seeing a few things as I have been trying to resolve this bug:

1. There are race conditions in the UI that are showing up when I navigate around the game. They have the effect of sometimes loading stale information - context, proof, or goal. Codex has been questionably useful for debugging this.

2. I have noticed that these sometimes show up only when navigating between worlds and not necessarily levels. I've been manually testing with the RealAnalysis and NNG4 games to find these issues. I'm considering creating a TestGame with multiple levels and worlds to automate some of what I'm doing.

Still going though, and I'll update when I get some definitive progress - I still have some things to try.
