Create UI for Token Governance #261

Bounty
In order to implement first part of Token Governance we need a way to interact with Token Governance smart contract in bridge ui. Feel free to reference this issue as well as screen flow in Figma
Scope
- create new route that will list all proposals
- create route that will display proposal and allow to vote on/finalize them
Deliverables
- new working routes in bridge ui under "Governance" tab
Gain for the project
Members will be able to create new proposals, which will enchance holocracy procedure overall
