Make a porting of Main repo of modern-ui-react-my-blog-sample in Vanilla Javascript and Svelte framework

The goal is using the same requirements but in a repo of different language/framework.

This repo contains the base of the modern-ui--my-blog-sample*, then we can do new branch for implementing the features.
