Current Status:
One User can be assigned to a course category to manage that category
User Story:
When multiple persons are responsible for the evaluation, I want to assign multiple accounts to a course category.
Workaround:
Create a fake user with a shared email.
Improvement:
Allow multiple users to be assigned to a course category by passing a separate list of commas instead of a single user ID.
