tools/b43-tools: update to latest version, fix C23 build

Update b43-tools to the latest upstream version to fix a
compilation error with C23:

  util.h:25:15: error: 'bool' cannot be defined via 'typedef'
     25 | typedef _Bool bool;
        |               ^~~~
