Specify location of package-sync file

Have the user specify the location they want to save the sync file. Such as a dropbox directory so then when the user logs on to another computer it will sync up packages on that computer.

For the record if you are on unix you can always sym link the ~/.atom/packages.cson file to a file in your dropbox. Here is a link on how that is done
