[v8.0.0] Apache only won't allow Quick app creation

I'm trying to create Blank project for simple HTML code with Apache only cause I don't need database yet for this. Laragon 8 assume I didn't 'Start all'.

Yes if I enable MySQL too, I can create new app.

Thanks, I will change the message to something more meaningful:

AutoCreateDatabase is enabled, but the database hasn't been started. Please click [Start All] to launch it, or disable automatic database creation by setting (AutoCreateDatabase=False) in Menu > Quick App > Configuration...

@leokhoa what about asking the user while creating a project if one also needs a database? (pre-checked but unchecked/disabled if no DBMS is running)?

This would avoid the need for a message at all, as it's a feature.

@alxndr-w thats a cool idea. At the same time will make user always aware about the database being created or not.
