There is no way to reorder the catogories/filter in the preferences without manually editing the leocad.conf file.
Describe the solution you'd like
add an up / down set of buttons or optiosns similar to the submodel dialog to permit reordering categories.
Describe alternatives you've considered
manually editing the leocad.conf file - prone to errors and issues.
