takeover jenkins package namespace from pypi

This library seems unmaintained for a very long time and I would like to request removing it from PYPI package index and replacing it with an alias for python-jenkins which is active and which installs 'jenkins' module.

This would avoid accidents where people break libraries by installing the wrong jenkins library.

@lgastako I see that you are the current package maintainer on PYPI, and if you do agree with this, I can make the request on PYPI.

Please read pypi/warehouse#4294 and please understand that this request came after we got multiple users confused about the module name overlapping.
