Tooltip component

Tooltips are used to provide brief supplementary information or help about a specific element. They are triggered by users hovering or focusing via keyboard on the element it's paired to.

At least in Storybook, when the tooltip is on the left it sits below the sidebar. We should check that the tooltip is always on top, regardless of the position of other elements on the screen @nefertiter
