Integration tests should retry failed jobs up to a threshold #47
Description
In 9 runs of the workflow tests, I ran into 3 failures of the workflows because of issues with GitHub Actions
- runner failing to start after 10 minutes
- timeout retrieving OIDC token: 1, 2
We should retry failed jobs after a failure or timeout waiting for run status.
