Rationalize installation scripts

Currently there are 4 installation routines covering

1) `install.sh` - autotools
2) `install-cmake.sh` - cmake
3) `install-cmakepresets.sh` - cmake presets (simplification/prepopulation of some configuration options, non-binding restriction)
4) `build.cmd` - scripted msvc build

These could be

1) renamed consistently
2) reduced to represent the 3 toolchains or 2 platforms
