Enable IPv6 in client-server interface.

This works fine via a simple configuration setting in -protocol, however this complicates allow/deny configuration which is currently string matched. Need to normalize that code in the authenticator before enabling. Also relate this configuration to the p2p network asio-based ip filtering.
