Global public ledger

Currently, only the handful of Liberapay admins have access to a general log of all the payments made through the platform. Technically, something similar to #2641 could be implemented for the whole of Liberapay, giving everyone access to as much data as possible within the bounds of the privacy settings. I'm not 100% sure it's a good and viable idea, but it's worth considering.
