Release version for SDL_net 3.x?

Do you have any plans to make the first release of SDL_net 3.x? I see that Debian didn't package it yet due to it not having any release yet:

And some tools like scummvm depend on it, so I suppose it blocks moving them to SDL 3.

Let me look over the buglist soon and make some plans. We had a few minor issues to iron out still, but nothing serious.
