Incomplete fix - Double Counting of end-of-frame block When Calculating Liquidity Fees

Although addressed, there seems to still be an edge case which might allow for the double counting to take place - when ipfs report is unavailable.
Fix should be applied to this case as well at staking_vaults.py:518
