Decouple the dependencies from rest to hooks again #17

AS discussed in #16 (comment) , we should create a new project (or other alternatives as creatng interfaces on core repository) to make the implementations of hook be aware of lightblue functionality without creating cyclic dependency between them or even put some hard code on any side.
