`LocalHTLCFailureReason` isn't forwards-compatible

LocalHTLCFailureReason doesn't have any forwards-compat logic in its serialization, so if we were to add a new variant it'll break reading HTLCHandlingFailed Events. Luckily we haven't shipped it yet, so its not too late to fix it.
