No real setup instructions

The README in the rust sub-directory basically says "just run it", except it doesn't say anything about postgresql database setup, nor how to configure auth (the "see server/vss-server-config.toml to see all the configuration options" note doesn't help - how do I configure auth? its not in there) or any other options.
