Get front end testing set up

Right now we have limited tests, but we really need something like Cypress to catch some of these bugs that keep showing up.

This may be easier to do after creating the various different app builds in the same pattern of the 'We' applets. There should be a directory each for the

• main app ui files as a library,
• webhapp,
• localstorage only app,
• and later a 'We' applet.
