Some changes to ScyllaDB dashboards (#4019)

Will be iterating on these as I go

## Proposal

Adjusted refresh timings and added some partition specific dashboards

## Test Plan

Deployed a network, saw the new dashboards and updated refresh timings

## Release Plan

- Nothing to do / These changes follow the usual release cycle.
