Please note that the URL for the BulkDownloadListing changed from
http://epp.eurostat.ec.europa.eu/NavTree_prod/everybody/BulkDownloadListing?sort=1&file=table_of_contents.xml
to
http://ec.europa.eu/eurostat/estat-navtree-portlet-prod/BulkDownloadListing?sort=1&file=table_of_contents.xml
Changing line 46 in ParseToC.java seems to work.
