Unable to install Linkerd on OCI k8s 1.24 with network type vcn-native-ip-cni(VCN-native pod networking)

Hi Team,

I am trying to Linkerd stable-2.12.4 on Oracle Cloud/OCI/OKE k8s 1.24.1 with network type vcn-native-ip-cni(VCN-native pod networking) but all Linkerd pods are crashing.

I am seeing this error in logs

time="2023-03-05T23:32:49Z" level=fatal msg="Failed to initialize identity service: Post "https://10.96.0.1:443/apis/authorization.k8s.io/v1/selfsubjectaccessreviews\": dial tcp 10.96.0.1:443: i/o timeout"

I have tried with Linkerd-cni also but same error.

Could you please help me is there any other configuration I need to add to make Linkerd work.
