Add README.md to docs/elements/ and project/ directories?

I wonder if we should put a README.md under ./docs/elements/ and project/ directories?

After running just setup and git push --set-upstream origin main the default README shows "Project Structure" with hyperlinks to directories but the two mentioned above are sparse on content (by default) and maybe that is unexpected.
