defconfigs: add debian-13 fragment for guestfs

Add configuration fragment for selecting Debian 13 (Trixie) as the
guest OS. This allows overriding defconfig guest OS choices via
merge_config.sh and enables CI workflows to test Debian-specific
configurations.
