Move existing testing out of Meta

The current setup uses 2 large machines hosted by Meta. Non-Meta employees can’t access these. We should move these out either to a normal cloud (the host is roughly $2,000 a month), or a HW setup (machines ~$20,000, plus $300/mo running cost) so that it’s possible for community members to access the CI and contribute.
