Add HW NIC testing

Get 2 or more servers for HW testing (2 NICs each). Likely to cost around $20,000, if we use a colo for the hosting our base CI - the incremental monthly cost is likely 0.

This will likely require some work on scheduling and orchestration within NIPA, to "reserve" the machines, deploy the kernels, collect logs over serial, auto-recover etc.
