Ok, I found the solution. I am posting it here in case someone else gets into the same issue.

  1. Use the command sudo deepin-immutable-writable enable -a to make directories writable.
  2. Reboot.
  3. You can now use apt or dpkg to install 'deepin-immutable-ctl' and other packages if necessary.
