Add libva-intel-hybrid-driver to Deepin Repository

Hello there,

i think lot of users use a bit old computers that are use older architekture. The libva-intel-hybrid-driver is a good option to add partial VAAPI support to Skylake CPU-s to decode Youtube VP9 videos.

I make a fork from original archive, that contain all pull request that happen before archive the repo.
