[BUG] "ErrorException Attempt to read property "alerts_enabled" on null" Fresh Install

Current Behavior

Crash on fresh install and WebUI gives "500 Server Error"

ErrorException 

Attempt to read property "alerts_enabled" on null

Expected Behavior

Initializes WebUI and doesn't crash immediately

Steps To Reproduce

1. Image "lscr.io/linuxserver/snipe-it:latest" (73a804d8ef83c125ac7cefee25386a016b1af60feb9807f3b72e1b3ebcd7b0d6)
2. Fill out all environment variables
3. Run and it gives an instant error

Unfortunately I forgot to update this when I fixed it and I can't remember how I fixed it, maybe try adding
'APP_TIMEZONE'='America/XXX'

Or deleting all persistent files it created and re-run

Solved it by changing the APP_KEY to something like this:
APP_KEY=base64:3ilviXqB9u6DX1NRcyWGJ+sjySF+H18CPDGb3+IVwMQ=
the key is from the snipe-it .env file so do change it. But after setting it like this, it worked.
