Display a notice if comments / reviews have been disabled globally by another plugin

Could be worth checking if Disable Comments plugin or similar was installed on a site but either comments where disabled globally or disabled on products as well and display a notice to uncheck those from being set.

this doesn’t use comments so those shouldn’t interact but i need to confirm that’s the case
