Set up the following workflows:

• Lint (PR): golangci-lint, openapi spec validation
• Build (PR): tests, coverage, docker image
• E2E tests on kind cluster
• Release workflow: publish artifacts, chart releases
• Infrastructure validation workflows Configure for all repositories: server, api, infra-*, e2e
